King of Fighters '98 title screen

The King of Fighters '98 is an unlicensed "pirate" fighting game made by an unknown company for the Sega Genesis & Mega Drive. It was followed up by a little known sequel called KoF '99, and there was also another title screen hack of '98 called KoF 2000 that had no changes. They feature a rudimentary fighting engine used in all other unlicensed Sega fighters and sprites taken from other 16-bit and arcade fighting games. '99 includes 3 new characters, loses Cammy, and adds some new backgrounds and tunes.

About the Dark/Shin/Evil characters:
Both '98 and '99 feature palette swapped characters for most of the cast. These are often regarded as just simple recolors to fluff up the character roster but are actually different versions that play differently with separate specials and move sets.

About special normals:
Although the fighting engine is confined to one punch and one kick button, it also allows for special normals that may be regarded as "fierce" or "heavy" versions of punches and kicks. These vary from character to character and from normal/dark versions. They are accomplished by pressing B or C while holding a particular direction on the directional pad.
Super moves:
A super move exists for most characters and can be used when the "MAX" icon appears underneath your life bar. They can be used an unlimited number of times as long as the "MAX" icon is still there. I don't really know what triggers the icon, but it usually coincides with losing about 75% of your life bar. Specials are listed in red.

Button bugs: After holding the B button down, you cannot move left, right or jump. Also introduces a weird special move bug: if you hold down the button used for the special move, and keep the button held while doing the D-pad motion for the special, it will do the special move anyways. This doesnít seem to work for all moves for all characters, but several of them. For instance, Robertís lightning legs move is to rapidly press C. If you just hold C, then press back x2 heíll do it.

Note about specials: Any special that works with either B or C uses them as a weak/fierce version respectively.
